Complete the 'Products' section of the Tier II report.

Proper management of your facility's on-site product data is crucial for accurate Tier II reporting. This article serves as your comprehensive guide to managing and editing your facility's product inventory within Encamp. It covers navigation through the products table and the procedures for adding, editing, and removing products.

Navigating the Products Table

1. Hide Products: Remove non-reportable products for a streamlined view. Refer to the Products Not Reported section for details.

2. Search Bar: Quickly find products by the Product Name or Alternate ID. Note: searches are restricted to products already added to your report.

3. Products on the Report: This section lists all products associated with your report, and their information, including:

  • Product - The name of the product as set in the product catalog.
  • Errors - Errors in RED need to be addressed prior to submitting the report. Errors in GRAY do not need to be addressed because they are associated with products that will not be submitted (learn more in the Products Not Reported section).
  • Alt. ID - Alternate identifier for the product as set in the product catalog
  • Is EHS? - Indication of whether the product is marked as an Extremely Hazardous Substance
  • Max amt and Avg amt - The maximum daily amount and average daily amount that will be reported for the product.
  • # Locations - The number of storage locations set for the product.
  • Over thresholds? - Indicates whether the product's maximum daily amount exceeds the reporting threshold for your facility's jurisdiction.
  • Always reported? - Indicates whether the product should always be reported, even if the amount is under the reporting threshold. Learn how to set this flag in the Products Not Reported section below.

4. Add Product Button: Add a new product to the report from the product catalog (learn more in the Adding a Product to a Report section below).

5. Bulk Edit Products: Edit multiple products on your report using an Excel spreadsheet instead of the user interface. Find detailed instructions in the Bulk Edit Products in Excel section below.

 

Adding, Editing, and Removing a Product

Upon opening your report, you'll see that products reported in the previous year are prepopulated and ready for editing. However, you might need to add new products or remove existing ones from your Tier II report. Here's how:

Adding a Product

NOTE: To add a product to your report, it must already exist in your product catalog. Learn how to add products to your catalog.

Step 1: Click the Add New button, search for the desired product, select it, then click Add Product. You can add multiple products simultaneously by selecting multiple checkboxes.

Step 2: Click on the newly added product to edit the reportable information. Required fields are clearly marked.

Step 3: Click Save when you are finished.

Editing a Product

Step 1: Click the product you want to edit in the Product table.

Step 2: Edit the desired information.

Step 3: Click Save.

Removing a Product

Step 1: Click the product you want to remove in the Product table.

Step 2: Click the Remove Product button.

Adding or Deleting a Storage Location

You can add any number of additional storage locations by clicking the Add storage location button within the Locations section.

To delete an existing storage location, click the Delete location button associated with that specific location.

 

Individual Product Screen

This section provides an in-depth breakdown of each section on the Individual Product screen and its intended use. Regulatory guidance is also offered for each field to ensure accurate data completion.

Navigation

Here's a breakdown of each section on the Individual Product screen and its purpose:

1. View information about the product: This section provides details about the product, such as its state of matter, hazards, and more. You can click through to the product catalog from this page to edit this information. Keep in mind that editing this information will impact all reports containing the product that haven't been submitted yet.

2. Always Report.. checkbox: Refer to the Products Not Reported section below.

3. Edit quantity information: This section allows you to modify the quantity information for the product at your facility during the reporting year.

4. View previous year's quantity information: This section displays the quantity information for the product reported in the previous year's report. It can help identify potential data quality issues, such as significant variations in quantities between years.

5. Add storage locations: In this section, you can add one or more storage locations for the product at your facility during the reporting year.

6. Additional state fields: Some states may request additional information about the chemical in this section. Please note that in certain states, this section may be blank.

Field-by-Field Regulatory Guidance

Maximum Daily Amount
The largest quantity of the product that was present at your facility at any one time during the previous calendar year. If an exact number can’t be determined, leave this field blank and complete the Maximum Daily Amount Code field. If the report is in a jurisdiction that requires this field, enter the highest amount of the selected range code. For example, if the range (1,000-9,999 pounds) is the most appropriate and this field is required for the report, enter 9,999 pounds.
Maximum Daily Amount Code
If an exact number can’t be provided for Maximum Daily Amount, you can select the most appropriate range. If you enter a number in the Maximum Daily Amount field, this field will be automatically completed.
Average Daily Amount
The average quantity of the product present at your facility on a typical day during the previous calendar year. This measure provides an estimate of what is normally on-site and can be calculated by adding up the total quantity of the chemical on hand for each day of the year and then dividing by 365. If an exact number can’t be determined, leave this field blank and complete the Average Daily Amount Code field. If the report is in a jurisdiction that requires this field, enter the highest amount of the selected range code. For example, if the range (1,000-9,999 pounds) is the most appropriate and this field is required for the report, enter 9,999 pounds.
Average Daily Amount Code
If an exact number can’t be provided for Average Daily Amount, you can select the most appropriate range. If you enter a number in the Average Daily Amount field, this field will be automatically completed.
Days on site
The total number of days that the product was present at your facility during the previous calendar year
Storage Location - Description
Additional details about where and how a product is stored at the facility. This can include details such as the specific location within the facility (Building A, Storage Room 3, etc.), tank or storage area identifiers, and any other relevant details that would help emergency personnel locate and identify the chemical in case of an emergency. Example: “1,500-gal tank near South entrance”
Storage Location - Amount
The quantity of the product present in that particular storage location. It provides emergency responders with a more granular breakdown of where specific quantities of the product are located within your facility.
Storage Location - Storage type
The type of storage container used for the product. The storage type could include options such as above ground tank, below ground tank, drum, cylinder, tote, silo, etc.
Storage Location - Pressure
The pressure conditions under which the product is stored relative to the surrounding environment. In some cases, hazardous chemicals are stored under pressure, which can affect their behavior if a release occurs. This field typically includes options like ambient (not pressurized), greater than ambient pressure (pressurized), or less than ambient pressure.
Storage Location - Temperature
The temperature conditions under which the product is stored relative to the surrounding environment. Certain chemicals must be kept within specific temperature ranges, either to maintain their stability or for other safety reasons. This field might include options like ambient, greater than ambient temperature (heated), less than ambient but not cryogenic, and cryogenic conditions. Cryogenic temperatures are typically defined as temperatures below -150 degrees Celsius.

Regulatory Guidance - Additional state fields

Due to the variability of state requirements, regulatory guidance on each field is not provided within the Knowledge Base. Instead, most state fields will have an associated tooltip denoted by a question mark. Hover over the tooltip to access guidance on completing the field.

 

Products Not Reported

Encamp allows any product from your catalog to be added to a report and edited on the Product screen, regardless of its quantity or properties. By default, however, Encamp will only include a product on the submitted report if it meets the following criteria:

  • Exceeds a reporting threshold.
  • Has a hazard specified in the product catalog.

TIP: Clicking the “Hide products that will not be reported” checkbox on the Products screen shows you only the products that will be included in your final report.

Reporting of a product that does not meet both of these criteria is voluntary from a regulatory perspective. In all jurisdictions, a product that does not exceed the reporting threshold does not need to be included in the Tier II report. Similarly, a product that does not have any hazards is not considered a hazardous material under OSHA’s Hazardous Communications Statement (HCS). Only products that are considered hazardous materials under the HCS are required to be included on Tier II reports.

Example - Demonstrating Products That Won’t Be Reported

The gif below demonstrates these key concepts:

  • The product “Activated Carbon” with a reported Maximum Daily Amount of 10 pounds is shown to be not over threshold (see Over thresholds? column).
  • The product “Water”, which does not have any hazards associated with it in the product catalog, has a reported Maximum Daily Amount of 1,000,000 pounds and is shown to be over threshold.
  • However, both “Activated Carbon” and “Water” disappear when “Hide products that will not be reported” is checked.

How To Always Report a Product

Encamp also provides an option to report any product regardless of whether it has a hazard or exceeds a reporting threshold. Follow these steps to mark a product as always reporting:

Step 1: Click the row of the product in the Product table.

Step 2: Check the “Always report this product..” box.

Step 3: Click Save.

Bulk Edit Products in Excel

Encamp offers convenient functionality that allows you to edit your facility-level product inventory using an Excel spreadsheet instead of through the user interface. This may be more convenient if products and quantities are needing to be edited in bulk, rather than individually. This section will guide you through the steps to access and utilize this feature:

Step 1: On the Product screen, click the three vertical dots, and click Edit products in Excel.

Step 2: Click Generate Template, which will generate an Excel spreadsheet template that reflects your report’s product inventory.

Step 3: Once the template is generated, click on the Download Template button to download the Excel spreadsheet.

Step 4: Within the spreadsheet, you will find two tabs: "Products" and "Storage Locations." In the "Products" tab, update quantities, amounts, or any other necessary information for your products. Similarly, in the "Storage Locations" tab, make any required changes to the storage locations associated with your products.

You have the flexibility to sort products alphabetically, copy and paste data from other spreadsheets, and add or remove products as needed.

Step 5: Once all changes have been made, upload the modified spreadsheet into the designated area within the Edit products in Excel modal (you may have to repeat Step 1).

 

Units

When it comes to managing the products and their quantities on your Tier II reports, Encamp offers flexibility with units beyond pounds. In situations where different units are more convenient or necessary, such as gallons or barrels, Encamp allows you to input data using these units. By providing the density for a product in the Encamp product catalog, you unlock additional unit options for data input, allowing you to toggle between pounds and gallons, for example.
