Learn how Encamp simplifies reporting with automatic threshold determinations.

Encamp is dedicated to simplifying environmental compliance reporting through intelligent automation. Two key capabilities of our platform are the abilities to:

  • Evaluate product quantities against reporting thresholds, and
  • Determine if a facility is subject to Emergency Planning requirements under EPCRA Section 302.

In this article, we'll explain how these functionalities operate and how they can significantly simplify your compliance reporting process.

Understanding Reporting Thresholds

Reporting thresholds for hazardous materials differ depending on the jurisdiction of your facility. For example, in Tennessee, the threshold for hazardous materials is 10,000 pounds, whereas, in Louisiana, it's only 500 pounds. Some Local Emergency Planning Committees and Fire Departments may impose even stricter requirements.

Encamp's intelligent platform is designed to handle this variability with ease. It automatically determines whether a product's quantity is over or under the reporting threshold based on the facility’s location and the chemical data provided. This calculation is performed on every product included on your Tier II report.

TIP: With Encamp, there's no need to make threshold determinations before you start! Feel free to include all products at your facilities and let the platform take care of the hard work of determining what needs to be reported.

This functionality is demonstrated below. Modifying the product’s quantity to be above or below the reporting threshold will update the flag in the “Over thresholds?” column.

Products Under Threshold

By default, products that fall under the reporting thresholds are not included in the final, submitted report. However, we understand that some users may prefer to include these products for full transparency. That's why we also offer the option to include products below reporting thresholds in your final report.

 

Determining Emergency Planning Status

EPCRA Section 302 establishes requirements for facilities that handle Extremely Hazardous Substances (EHS). The determining factor for these requirements is whether a facility has an aggregate quantity of an EHS exceeding its Threshold Planning Quantity (TPQ).

Encamp's platform also automates the process of determining a facility's emergency planning status. It aggregates the quantity of every EHS present (in both pure forms and mixtures) at your facility and compares it to the corresponding TPQ. If your facility's aggregate EHS quantity exceeds the TPQ, the Encamp platform will automatically designate your facility as subject to emergency planning under EPCRA Section 302.

NOTE: Encamp aggregates EHSs based on the CAS #s provided in the product catalog. To take full advantage of this functionality, make sure that your product catalog information is thorough and accurate.

Additional Reporting Requirements

Facilities that are subject to EPCRA Section 302 often have additional reporting requirements that can also vary by jurisdiction. These can include:

  • The designation of an Emergency Planning Coordinator
  • The inclusion of the facility’s Emergency Response Plan
  • Information about chemical carriers, and more

When the platform determines that a facility has become subject to emergency planning requirements, it will automatically require you to include that information before allowing the report to be submitted.
